AUTO THEFT RATE CAN BE CUT, CONFERENCE TOLD

Auto theft in Virginia increased 77 percent from 1983 to 1989, according to state figures, but an expert says a program of education and investigation can significantly cut that increase.

Larry Liggett, a St. Louis police detective who has been working to capture car thieves and prevent auto theft since the mid-1970s, spoke Tuesday at the Crime Prevention Association's annual conference.

Through a program of investigation and education, Liggett and his colleagues have kept the car-theft rate level in St. Louis. - Associated Press
