GENERAL ASSEMBLY

Fishing license: A House committee endorsed and sent to the floor a bill that would require saltwater fishermen in the state to be licensed.\ Confer bill: The House Commerce and Labor Committee voted 14-6 to kill a bill that would have allowed government employers and employee groups to "meet and confer" on working conditions.\ Union charges: The House Commerce and Labor Committee voted 16-4 to kill a bill allowing unions to charge non-members covered by union contracts for such services as filing a grievance.\ Car seat fine: The House of Delegates gave preliminary approval to a bill that would increase the fine for transporting a small child without a child restraint car seat from $25 to $50.\ Charge it: The House gave preliminary approval by voice vote to a bill allowing state-run liquor stores to accept credit cards or personal checks for payment.\ Hospital tax opposed: Petitions bearing the signatures of 19,000 hospital employees, volunteers and trustees opposed to Gov. Douglas Wilder's proposed health provider tax were delivered to the governor's office and the clerk of the House of Delegates.
