Former Public Safety Secretary Robert Suthard did not violate the state's conflict-of-interest law when he accepted a cash gift from a Japanese foundation, Attorney General Mary Sue Terry said Thursday.Terry said Suthard showed "poor judgment," but she found no basis to prosecute him.
Suthard resigned in December because of news reports about his acceptance of $3,000 in cash from a Japanese group with business ties to Virginia. - Associated Press
