ATLANTA MAY NEED MAJOR REPAIRS FOR '96
Atlanta needs about $1 billion to do some major repairs before the 1996 Summer Olympic Games, financial records show.City officials hoped to rebuild the sagging foundations without digging into taxpayers' pockets.
But Mayor Maynard H. Jackson wants voters to approve millions in general obligation bonds this year and in 1994.
"Our intentions right now . . . are to have a referendum in late '92," said Atlanta Finance Commissioner Michael Bell.
Otherwise, the city will have enough money to pay for only about half of the repairs, according to the city's proposed Capital Improvement Program, which projects long-term needs.
Among the repairs needed:
$70 million to $90 million in repairs to bridges over six years.
Sewers carrying human waste require $113 million in repairs.
Water pollution control plants need $366 million in improvements.
The outdated traffic-light system needs $14.5 million in improvements.
Landfills need more than $20 million in expansions and upgrades.
