ASPHALT PLANT WANTS TO BURN FUEL-SOAKED SOIL
An asphalt plant is seeking Franklin County's permission to add equipment that would enable it to remove petroleum from contaminated soil.Virginia Asphalt Paving Co., a Roanoke company with an plant on Virginia 40, is seeking a special-use permit from the county Board of Supervisors.
Frank G. Bond, a company vice president, said soil contaminated by underground storage tanks and accidental spills would be purified in an existing kiln. Resulting hydrocarbon gases would be "totally incinerated" in an after-burner added to the equipment, Bond said.
The company would accept only soils contaminated with non-hazardous petroleums and would be licensed by the state Air Pollution Control Board and Department of Waste Management.
A public hearing on the proposal, sponsored by the Franklin County Planning Commission, is scheduled for 7 p.m. Feb. 25 at the courthouse.
