PORTSMOUTH STUDENT TRANSFER PLAN CANCELED

City officials have canceled a plan to send 22 public schoolchildren in Portsmouth to a private school in Virginia Beach.

The plan, which has been called Virginia's first serious attempt at promoting educational choice, would have waived tuition for the Portsmouth students at the $6,500-a-year Cape Henry school.

Portsmouth Superintendent Richard D. Trumble said the program will not start in the fall mainly because he hasn't found a foundation willing to help foot the $731,000 bill.
