WHEN BOWERS DIDN'T VOTE WITH CITIZENS

ON THE NIGHT of April 8, 1991, something very interesting happened in Roanoke City Council chambers. The room was crowded with people, the vast majority of whom were against the proposed auto racing at Victory Stadium.

In fact, only one Roanoke city resident spoke in favor; the others in favor were from outside Roanoke city, many of whom would have benefited financially from the auto racing. Yet, what happened? Did David Bowers, the "champion of the Roanoke city citizen," vote with the citizens? No.

Those who opposed the auto racing were from all sectors of the city, not just the neighborhood that would have the most impact. Watch out for David Bowers. He did not vote with the citizens that night, so don't think he's going to automatically vote with the citizens on other issues. SALLIE SEBRELL ROANOKE
