Mrs. Virginia Blackwell Carter, age 69, of Roanoke, died Wednesday. She was the widow of James E. Carter, Sr. and is survived by her daughter and son-in-law, Barbara A. and Bobby G. Flora, Columbus, Ohio; stepson and stepdaughter-in-law, James D. and Ginger Carter, Newport News; brother and sister-in-law, Mr. O.W. and Kitty Blackwell, Roanoke; sisters and brothers-in-law, Ruth and Hurley Myrick, Sr., Farmville; Elsie and Joe Rowland, Charlotte, N.C.; grandchildren, Michael Flora, Linsey Carter. Funeral services will be held 10:00 a.m. Saturday at the Lotz Funeral Home, Roanoke by Rev. Frank W. Feather with burial in Blue Ridge Memorial Gardens. The family will receive friends from 7:00 to 9:00 p.m. Friday at the Lotz Funeral Home, Roanoke. In lieu of flowers, memorials may be made to your favorite charity.
