NEW CASTLE COUNCIL HAS 2 NEW MEMBERS
The wife of a former council member has been appointed to New Castle Town Council to fill one of two vacancies.Sarah L. Caldwell was named Monday to succeed her husband, Donald, who resigned late last year to accept an appointment to the Craig County Board of Supervisors.
James Foster was named to succeed Joe S. Huffman, who resigned to become a member of the Craig County Electoral Board.
Sarah Caldwell and Foster were the only two applicants for the council posts, and both appointments are effective April 1. They will hold the seats until June 1994 when all the council members' terms end. At that time, council will reduce its size from six members and a mayor to four members and a mayor.
Mayor Thomas Zimmerman said the reason for reducing council's size is that New Castle, with a population of slightly more than 200, does not need a six-member council.
Also, he said, it is difficult to get qualified people to serve.
Council also took the first steps toward creating a new budget for the 1993-94 fiscal year, which begins July 1.
