Naff, a father of four, said his top priority would be to bring more jobs to the 9th House district.
"I envision a day when all of our young people who come out of our local schools have an equal opportunity and incentive to live and work in our area," Naff said in a news release issued to announce his candidacy.
Naff, 37, is a 1973 graduate of Franklin County High School and a 1977 graduate of Virginia Military Institute.
He owns Meadow Spring Land & Realty in Rocky Mount, a company he started as a one-man operation in 1982 and built into one of the more well-known real estate operations in Franklin County.
Naff said he had considered entering state politics for several years, and the "opportunity presented itself" when Finney decided this spring to step aside.
"I think a person can make a difference," Naff said.
"I just wanted to carry that forward from the position of a state legislator."
The 9th House district covers all of Floyd County, most of Franklin County and portions of Bedford and Pittsylvania counties.
