Blacksburg police charged Richard Todd Raines, 19, of Pritchard Hall with forcible rape. He was arrested Wednesday and released on $5,000 bond. A preliminary hearing was scheduled for May 12 in the Blacksburg division of Montgomery County General District Court.
Police said the 18-year-old woman told them on Monday that she was raped early Sunday morning. According to a police news release, the woman gave the following account:
She and several girlfriends attended a party at the Tau Kappa Epsilon fraternity house on Ramble Road in Blacksburg where two of her friends are members.
About 1 a.m., she and another woman decided to go to one of her friend's room to sleep. Several hours later, she was awakened by a man who had partially undressed her and was raping her.

A Louisiana man was charged with reckless driving and having no insurance after the van he was driving struck a petroleum truck in Blacksburg on Tuesday, leading to a 1,500-gallon fuel spill on South Main Street.
Melvin D. Lee was attempting to cross the intersection at South Main and Marlington streets when his van struck a tractor-trailer traveling north on South Main.
The tractor-trailer was owned by Huff Petroleum Co. in Pulaski and driven by Jerry Sexton, 50, of Pulaski.
The tank of the trailer ruptured and spilled gas on the road. Blacksburg fire and rescue units, and state hazardous materials workers cleaned the spill.
Blacksburg fire, rescue and police were called to Long John Silver's on South Main Street Thursday morning after fire broke out.
According to a news release, the fire started inside the restaurant in the exhaust area and spread to the roof.
The fire was under control in about 10 minutes and caused about $2,000 in damage. No injuries were reported and the exact cause of the fire was unknown, police said.
Kenny Shepherd, manager, said he hopes to reopen the store in about a week.
