POLITICAL NOVICE WINS PARAGUAY ELECTIONS

Vote counts Monday showed the Colorado party the clear winner of Sunday's elections, keeping South America's longest-running party in power but failing to quell complaints of fraud.

Opposition leaders and international monitors said the government had tried to inflate vote counts in several towns for presidential candidate Juan Carlos Wasmosy, a wealthy building contractor.

But most opponents seemed to accept his victory.

Wasmosy, with 40 percent of the vote, led a field of 10 candidates, according to the first counts. Candidates do not need a majority to win, and Wasmosy is expected to begin a five-year term in August.
