The federally funded preschool program has been operating at Glade Baptist Church, but neighbors of the church have complained of noise and traffic caused by the program.
"We're very excited about this," Patricia Marickovich, Head Start director, said about the move.
The move also will accommodate more students because the Presbyterian church on Eakin Street recently opened a new wing that will allow at least 18 youngsters to participate.
The Baptist Church only has room for 15 children.
If additional federal government grants are secured, a second room at the Presbyterian building will be open for 18 more children.
Council approved the special use permit on the condition that Head Start build a 4-foot fence around the children's play area.
In other business, council approved a request to allow Drew Amusements Operators Inc. to operate a carnival in the University Mall parking lot June 15-20.
The Carnival will operate from 3 p.m. to 11 p.m. on weekdays, 10 a.m. to midnight on Saturday and noon to 8 p.m. on Sunday.
