KATHY ASHBY MERRY of Roanoke has been promoted to vice president and general manager of individual markets for Blue Cross and Blue Shield of Virginia. She will be responsible for personal health-care marketing and operations. An employee since 1991, she previously worked as director of quality programs.
Also, ROSEMARY CARDNO has been named director of human resources for the company's Government and Individual Business Center in Roanoke. She will oversee recruiting, employment, employee relations, affirmative action and salary administration. She was formerly vice president of human resources for Huntington National Bank in Columbus, Ohio.

WANDA OSBURN has joined Goodwill Industries Tinker Mountain as project coordinator of Project Access, a new program designed to help adults with disabilities find employment in computer-related careers. She has experience in market development for special needs adults in the sheltered workshop environment. As an activist promoting community growth, she has worked with the United Way board of directors, the Department of Social Services, the Retail Merchants Association, the Virginia Department of Downtown Development and the Roanoke Regional Chamber of Commerce.
TERRI R. LEWIS has been appointed director of communications for the Roanoke Valley chapter of the American Red Cross. She will be responsible for marketing and media relations for the organization.
