APCO PILOT PROGRAMS BOOST CONSERVATION

Appalachian Power Co. says it has started implementing five pilot programs for customers to conserve electricity in its Virginia service area.

Two programs available to Roanoke Division customers are weatherization of homes for low-income people and high-efficiency, compact fluorescent bulbs, according to J. Tobie Eaton, division manager.

Apco said it is offering up to $1,000 in weatherizing assistance to as many as 150 low-income households. They must own their home and meet income guidelines. In cooperation with local weatherization agencies, the funds will pay for installation of insulation, caulking, weatherstripping and electric furnace repairs.

Apco also is offering residential customers a $5 rebate for each qualifying, compact fluorescent light bulb purchased, up to a maximum of three. They must be purchased at a participating Moore's Lumber and Building Supplies store or by mail from Philips Lighting Co. Coupons for both rebates will be sent to customers with their May electric bills.

In the Pulaski, Abingdon and Lynchburg divisions, Apco is offering such energy conservation programs as free water heater wrap/showerheads, funding for commercial and industrial lighting energy audits and relamping and financial assistance for heat pump systems in 375 manufactured homes.

The energy conservation pilot programs, known as demand side, were approved by the State Corporation Commission in March.

Critics have said Apco would not need its proposed high-voltage power line from West Virginia if the company saved more electricity.
