"We're still negotiating with them and are hopeful we'll get it done shortly," said Majkowski's agent, Bob Woolf.
While Woolf said several other teams are interested in the free agent, who spent his first six seasons with the Green Bay Packers, the Raiders are at the top of the quarterback's list.
Woolf would not discuss details Wednesday, but it is believed Majkowski is looking for a one-year deal as he tries to come back from surgery on his throwing shoulder that limited him to three starts in 1992. Majkowski, who had his best season in 1989 with 4,318 yards and 27 touchdowns, made $1.7 million with the Packers last season.
