Earl Gant, 27, of Philadelphia, was charged with conspiracy to transport explosives in interstate commerce, according to the complaint released by the FBI. He faces a hearing today in Philadelphia.
Officials were searching Gant's home Wednesday evening.
Eight others, five of them Sudanese Muslims, were arrested June 24 and charged with conspiracy to bomb U.N. headquarters, the building that houses New York's FBI office and the Holland and Lincoln tunnels linking Manhattan and New Jersey. They were being held without bail.
