The Blue Ridge Regional Education and Training Council has appointed\ SYLVIA W. BAILEY of Salem as executive director of the organization.
She will coordinate the activities of the council, which recently was formed by the Virginia General Assembly to stimulate partnerships between business and education throughout the region.
The region covers the counties of Alleghany, Amherst, Appomattox, Augusta, Bath, Bedford, Bland, Botetourt, Campbell, Craig, Floyd, Franklin, Giles, Highland, Montgomery, Nelson, Pulaski, Roanoke, Rockbridge and Wythe and the cities of Bedford, Buena Vista, Clifton Forge, Covington, Lexington, Lynchburg, Radford, Roanoke, Salem, Staunton and Waynesboro.
Prior to her appointment, Bailey worked as a career counselor and assistant to the director of the Hollins College Career Counseling Center.
\ ACCOUNTING CLARENCE GRIER of Roanoke has been named manager of the newly opened Saunders & White Certified Public Accountants office in Norfolk. A certified public accountant, he has worked in the Roanoke office for several years.
JULIE SEARS has been promoted to manager of the tax department at KPMG Peat Marwick in Roanoke. She specializes in special services, individual tax. \
BANKING
PEGGY W. SMITH and W. LIN DANIEL JR. have been named assistant vice presidents and CYNTHIA N. RADFORD and DEBRA M. LESLIE have been appointed branch officers at Signet Bank.
An employee since 1972, Smith manages branch operations and supervises Roanoke and Danville head tellers and utility staff.
Daniel oversees commercial business development and commercial accounts in the branch commercial department.
Radford is the manager of the Vinton office of Signet.
Leslie manages the Valley View branch.
PEGGY A. BURCHETT has been named assistant vice president and JULIE E. VANOVER has been elected an officer at Central Fidelity Bank.
An employee since 1972, Burchett is a retail account manager in the Chilhowie office. Vanover is a retail account manager for the Wall Street office in Abingdon.

JOHN P. GROVE, partner in the law firm of Woods, Rogers & Hazlegrove, has been elected president of the Roanoke Bar Association. He previously served on the bar's board of directors as chairman of the program, membership and finance committees. He is is a member of the Roanoke, Virginia and American Bar associations and the South Carolina Bar.
\ MANUFACTURING
JOHN F. VAETH has been promoted to vice president of administration, KENNETH L. BARNETT has been named technical director and JAMES E. WAGNER has been appointed northern territory regional sales manager for the Morton House brand at Bunker Hill Foods, a unit of The Smithfield Cos. located in Bedford.
Vaeth will be responsible for accounting, purchasing, inventory control and traffic. He joined the company in 1989 as a controller.
Barnett will oversee product development, quality assurance and governmental affairs. He has worked in the food industry for 25 years, most recently with Del Monte.
Wagner formerly worked as regional sales manager for Castleberry Foods.

DAN L. FREI of Roanoke has been selected as campaign manager for Del. Jerry Wood, D-Warrenton, for the 31st House District race. He is the managing partner of The Scooter Group, a Roanoke-based advertising and political consulting partnership.

The Southwest Virginia chapter of the American Society for Public Administration has elected the following officers: president, MAX STEPHENSON, Virginia Tech; president-elect, LARKIN DUDLEY, Virginia Tech; secretary, MIKE HADBAVNY, student; and treasurer, KEN VITTUM, town of Pearisburg.
