BETRAYAL OF THE GREENS?

IS PRESIDENT Clinton a closet Republican like most of our Democratic representatives, or is J. Danforth Quayle still our chief policy-maker on environmental issues? Will Clinton continue to cave in to special-interest groups?

Our president boldly declares he's rolling back "greenhouse gas emissions" to the 1990 level. Wow! I seem to remember 1990 as 10 years of Republican devastation to our environment.

I suppose tomorrow's agenda in the Oval Office will be a new golf course or shopping center in the Great Dismal Swamp. LLOYD HOLFIELD ROANOKE
