REPORT: GENERAL PLANNED CLINTON INSULTS

An Air Force general reprimanded after calling President Clinton a skirt-chaser and dope-smoker had planned the remarks and made similar comments the night before, according to an Air Force report released Wednesday.

Maj. Gen. Harold N. Campbell, 53, retired after he was reprimanded and fined about $7,000 last month for his comments about Clinton at a European awards dinner in May.

The Air Force investigation report said witnesses claimed Campbell used the terms "skirt-chasing," "draft-dodging," "dope-smoking" or "pot-smoking," and "gay-loving" or "gay-supporting" to describe Clinton in introductory remarks at the May 24 banquet at Soesterberg Air Base in the Netherlands.

Before the speech, the two-star general told an Air Force News television reporter not to videotape the introduction, the report said.

Asked by the reporter when he would know the introduction was over, Campbell replied, "I think you'll know."

The report also said Campbell made similar remarks about Clinton the previous evening during a dinner with several military officers and their spouses.

"In my judgment, it can be logically inferred that the disparaging remarks were not spontaneous," wrote Lt. Gen. Dale Thompson, who conducted the investigation. "Gen. Campbell had used virtually the same language the previous evening in a more private, informal setting."
