The authority had planned to seek a Farmers Home Administration loan but changed its mind at a meeting Tuesday night when it learned that an archaeological study would have to be done first at the site, near the intersection of Virginia 649 and Virginia 704 north of Wytheville.
The study would add to the costs, already estimated at $900,000, and delay the project. The financing change must be approved by the Wythe County Board of Supervisors at its next meeting.
