AGENCIES TO PROBE NORFOLK STATE

The federal Department of Education, the NCAA and Norfolk State officials reportedly plan separate investigations of allegations that a coach altered grades for football players.

A Norfolk State football player, who asked not to be identified, reportedly has told the NCAA about alleged improprieties.

The student-athlete told the Virginian Pilot & The Ledger-Star of Norfolk that former coach Willard Bailey gave him A's for three courses in which he did no work. The player said Bailey also had failing grades in several courses changed to withdrawals months after the classes had ended.

"He did it for other guys," he said. "Everyone knew that if you got into trouble, you'd be taken care of. There are about 20 guys who had the same thing done for them."

The U.S. Department of Education will send a team to Norfolk State, a spokeswoman said Friday.

Changing the transcript of a student receiving federal aid can violate federal regulations but is not a criminal offense.

Norfolk State said it was appointing its own investigators.

Sources told the Norfolk newspaper that the NCAA has been probing the Division II football program for several weeks.

The NCAA did not respond to a request for comment Saturday.
