ACTIVISTS SAY HOMES THE `STUFF OF DICKENS'

Children's rights activists say the state's 17 juvenile detention homes threaten the health, safety and rights of incarcerated youngsters.

Speakers told the Senate Subcommittee on Public Safety at a meeting Thursday that the packed detention homes were the "stuff of Charles Dickens." The homes now have an operations capacity of 525 beds. On Tuesday, there were 575 youths being held statewide.

The 17 juvenile homes primarily house juveniles awaiting trial or transfer into one of the state's six learning centers. - Associated Press
