Mr. and Mrs. Kenneth E. Mills of Richmond announce the engagement of their daughter, Rebecca Jane, to Robert Walter Blanton, Jr., son of Mr. and Mrs. Robert W. Blanton, Sr., of Blacksburg, Virginia.

Ms. Mills graduated from the University of Richmond. She is a teacher in Chesterfield County.

Mr. Blanton graduated from Virginia Tech. He is employed by Hilb, Rogal, and Hamilton Company, Richmond.

A November wedding is planned.
