Veteran Councilman Andrew Graham opposed the hiring, arguing that the need to raise water rates to cover the system's expenses has become obvious, and council has enough expertise to set the new rates.
He criticized council for delaying the increase until a study is made and paying as much as $30,000 for the study. Councilmen Don Crispin and Nick Glenn opposed the motion along with Graham.
In other business:
Council approved a Pulaski Furniture Corp. request to close part of an east-west alley Fifth and Fourth streets at North Street. Company representative Ira "Pete" Crawford said later that the approval would lead to the company making an announcement of a new project, probably next week.
Council voted 4-3 to ban train whistles within corporate limits, following complaints at recent council meetings by residents who said the noises disturbed their sleep.
Pulaski already had a night ban on whistles, but the residents said it often is ignored. Graham voted against the total ban, arguing that allowing whistles is worthwhile if it avoids a single injury or death. He was joined by E.G. Black Jr. and Alma Holston.
Citing safety reasons, council denied a request from Sonny Gibson for a pickup window at Sonny's Place, a downtown restaurant, but it approved two 15-minute parking spaces on the north side of Main Street for picking up food.
