NEANDERTHAL OBSTRUCTIONISTS

WHO IS IT that always seems to consider the cost of everything and the value of nothing? Who has a pronounced tendency to value money and or property ahead of people's needs? Who brands the President's budget program as a tax increase? Who represents grid lock and stubborn obstructionism? For whom must change always refer to money? Who represents the not-so-loyal opposition?
