Crouch's nomination has been considered virtually certain since May when Sen. Charles Robb recommended him to fill the position vacated by E. Montgomery Tucker.
The nomination means that Crouch is subject to approval by the Senate, which isn't expected to act for a least a month.
Crouch, 45, said the White House notified him by telephone Friday of the nomination. He was one of seven people nominated Friday by Clinton to fill U.S. Attorney posts.
Until Crouch receives Senate approval, the U.S. attorney's office for the Western District of Virginia is being run by Morgan Scott, a federal prosecutor who is scheduled to take over as Clerk of Court for the Western District of Virginia in December.
In an earlier interview, Crouch said he planned no major changes in the U.S. attorney's office. But, he said, he hoped to use the high profile office as a "bully pulpit" to promote more community involvement in law enforcement.
