If history is to be any guide, the most important thing the government can do is to wring every excess dollar out of the budget and strive to keep taxes and regulations to a minimum.
There is a growing body of economic evidence that shows that taxes, and especially taxes on productive activity such as work and investment, have quite a devastating effect on state economies.
