The road will be built using $166,000 from Virginia's Recreational Access Fund.
The new road, which will be an extension of Hunters Road, will lead to the new, 31-acre park to be developed along the New River on Radford's north side.
DMI Corp., a development company, has donated land for East End Park, and city officials plan to build two ball fields on the site and have the park ready for use by next spring.
The property is just downstream from the city's popular Bisset Park, which also fronts on the river. The city already has a $156,000 Division of Parks and Outdoor Recreation matching grant to develop the land.
The city eventually hopes to provide connecting roads and bikeways between Bisset Park and East End Park using existing city rights of way.
Under the agreement with the state, the city will be responsible for roadway construction costs in excess of the $166,000.
The city will design and plan the quarter-mile roadway.
The new access road will be a "Virginia Byway," a designation given to roads of particular scenic or historic interest.
