Toliver could not be reached for comment, but his mother said he "just didn't have the interest to come back for another year [of football]."
Toliver, whose older brother, Elton, played for Virginia in the late 1980s, started seven games last season and had a career-high 49 tackles, including two sacks and the only interception of his career.
Toliver started in the Sugar Bowl as a redshirt freshman and in the Gator Bowl as a sophomore.
"He told me he wants to get on with his life," UVa coach George Welsh said. "If we had to pick a starting lineup in the spring, he wouldn't have been a starter. He would have been a backup."
Welsh said one other player did not return, freshman lineman Jeremy LeFeber, who was redshirted last year.
