"The last time he was seen," said Major Mike Yost of the city police, "he was in aqua-blue underwear with a white waistband. That's the last known description."
A warrant has been issued in the case charging John Urian Griffin, 20, with auto theft. His last known address was in Hampton.
Police said a 1987 Toyota was stolen July 24.
Officer James Redd saw the car last Friday parked at the end of a Williamsburg street.
Redd watched the car for about two hours until a man got in and began to pull away.
When Redd blocked the car with his, the driver jumped out and ran into some woods.
The man's shirt was gold, so police suspect he shed it to be less visible in the woods; it wasn't clear why he shed the rest of his clothes.
His pants were a nondescript dark color, Yost said.
Eventually eight officers and a tracking dog were involved in the chase, which lasted about two hours.
The dog had clothes from which to get the tracking scent, but rain was heavy and the dog was unable to locate the man.
