REPORT: EX-NHL CHIEF SHOULDN'T BE INDUCTED INTO THE HALL OF FAME

Former NHL president Gil Stein "improperly manipulated" his nomination and election to the Hockey Hall of Fame and should not be inducted, according to a league report.

Stein, with his appointees on the Hall of Fame's board of directors, was elected to the shrine March 30. He says he disagrees with the report's conclusion but still declines induction, although he did not specify his reasons. Stein, 65, served for 15 years as the NHL's vice president and general counsel before his brief stint as president. He is as an adviser to the NHL.

\ It appears carburetor restrictor plates will be used on NASCAR Winston Cup cars for the fall races in Charlotte, N.C., and Atlanta, a newspaper reports. A NASCAR official told The Charlotte Observer the restrictor plates will be used at the Mello Yello 500 race on Oct. 10 at Charlotte Motor Speedway and at the season-ending Hooters 500 at Atlanta Motor Speedway on Nov. 14. The plates now are used only at Daytona, Fla., and Talladega, Ala.

\ Cambest, a 5-year-old pacer driven by Bill O'Donnell, set the world record for a mile by a harness horse Monday, winning at Springfield (Ill.) Fairgrounds in 1:46 1-5. The record of 1:48 2-5 was set by Matt's Scooter on Sept. 23, 1988.
