The award was presented to Cameron during the Vinton Town Council meeting Tuesday. He is youngest recipient of the award, which is given to ordinary citizens who contribute to the health and safety of others.
Cameron dailed 911 after his mother, Christinea, fell down stairs in their home and was knocked unconscious.
Cameron likes to watch television shows involving police and rescue operations, said his father, Jerry Crenshaw.
His parents had discussed 911 with him before "but never thought that he would really do it," his father said.
"Another thing that really surprised me was that he was able to keep his 2-year-old brother inside while he was on the telephone," his father said. Two-year-old Dylan is "extremely active."
State police officials also gave Cameron a teddy bear and a "Future Trooper" T-shirt.
