CLINTON CHOOSES NEW NATO CHIEF COMMANDER

Gen. George A. Joulwan, a 32-year Army veteran and commander of U.S. forces in Latin America, will take over for Gen. John M. Shalikashvili as NATO's chief commander.

The Pentagon announced Monday the selection of Joulwan, which had been expected. It cleared the way for Shalikashvili to return to Washington to become the next chairman of the Joint Chiefs of Staff.
