Cleveland, a Black Hawk helicopter crew chief, was assigned to 160th Special Operations Regiment at Fort Campbell, Ky.
Some members of his family believe photos of a dead American soldier being dragged through the streets of Mogadishu were of Cleveland. Neither Pentagon nor Army officials would comment on the photographs.
Cleveland's remains, which have been recovered, were returned to Fort Campbell this week.
Cleveland's stepmother, Mary Cleveland, said that she and other family members are convinced the photographs were of him.
Cleveland is the last of the soldiers who had been classified earlier as missing and unaccounted for. The confirmation brings to 18 the number of U.S. personnel killed in the firefight.
The Pentagon's announcement came the same day that Chief Warrant Officer Michael J. Durant was flown to Germany after his release. Durant also was shot down. Cleveland was believed to have been in a second aircraft.
