CIVIL RIGHTS PANEL FAILS TO RATIFY NOMINATIONS

The Clinton administration on Thursday sought to salvage the nomination of Mary Frances Berry as chairwoman of the U.S. Commission on Civil Rights, after the panel failed to approve it in a vote.

The eight-member commission fell one vote short Wednesday of approving the nominations of Berry and vice-chair candidate Cruz Reynoso. Four members abstained, and the remaining four, including Berry and Reynoso, voted in favor of the nominations. A majority vote is necessary. - Associated Press
