Norfolk Southern Corp. said Monday it has agreed to sell its Tran-Star Inc. motor carrier subsidiary to Allways Distribution Systems Inc. Waupaca, Wis.-based Tran-Star, a North American Van Lines unit, offers time- and temperature-sensitive trucking services. Allways, based in Nashville, Tenn., operates Proline Carriers Inc.

\ California Energy Co. has agreed to buy Westmoreland Energy Inc., a subsidiary of Westmoreland Coal Co. of Philadelphia, which has mining operations in Wise County. Westmoreland Energy owns and manages partnership interests in cogeneration and other independent power plants in the United States and abroad. Under terms reported Monday, California Energy will buy Westmoreland Energy for $57 million and other compensation to be determined later and will assume $35.5 million in debt from Westmoreland Energy projects under construction. Westmoreland Energy controls 233 megawatts of generating capacity in three power plants and 811 megawatts in four projects under construction.

\ U.S. savings bonds will earn interest at a rate of 4.25 percent for the next six months, the lowest since the government began selling variable-rate bonds in 1982, the Treasury said Monday. The new rate, in effect through April 30, is down from 4.78 percent in the past six months. Rates are adjusted every May 1 and Nov. 1 to reflect changes in market-based rates.
