LOCAL RACES

School boards: Elected school boards passed in every locality where the question was on the ballot Tuesday. The soonest Virginia localities can start electing school boards: 1994, although most won't start until 1995.

Incumbents: Voters' desire for change wasn't reflected in local races. Every incumbent county supervisor on the ballot in Western Virginia won re-election.

Horse-racing: Hampton voters approved off-track betting with 55 percent of the vote. In Alexandria and Arlington, more than 70 percent of the voters said no.
