Donald Caldwell, appointed to the Board of Supervisors in December, defeated Joseph Layman in a special election to fill the final two years of the term.
The vacancy was created by the death of Virginia Caldwell on Nov. 18. Donald Caldwell, no relation, resigned from the New Castle Town Council to accept the appointment.
Neither candidate actively campaigned, and the 67 percent voter turnout was less than expected.
