Mike Bandy, who voted in Fincastle, said he believed elected school boards would produce "more turnover. It won't be as clique-ish, so to speak."
Barrows made a surprisingly strong showing against Layman, the Board of Supervisors chairman. "I thought I was going to win bigger than that," Layman said.
Barrows, who won the Town Hall precinct but lost in the Asbury and Amsterdam precincts, was helped by a large Republican turnout. Five of six voters interviewed early Tuesday afternoon at the Town Hall precinct in Fincastle said they were voting straight Republican ticket - from George Allen on down to Barrows.
Layman said Barrows ran a good race, but "when I look at it, I see a heavy shirttail vote."
Buchanan

Shiflett won rousing cheers at the GOP's Roanoke Valley victory celebration by announcing he was the first Republican to win the Buchanan seat in at least half a century. He ran strongest in the Springwood precinct, where he won 179-116.
Both candidates were political newcomers. Shiflett portrayed himself as the candidate of change, criticizing the county government for not doing enough to protect the environment or improve the schools.
