The Postal Service will implement higher postal rates for nonprofit organizations on Nov. 21. The increase is expected to add about $30 million a year to postal revenues and help make up a sharp decline in tax money given to the Postal Service.
Increases will be phased in over six years, boosting the prices for fund-raising letters and publications mailed at the discounted rates by 2 percent to 3 percent a year.
Nonprofit groups' magazines that contain more than 10 percent advertising might have to pay even more because the groups must pay commercial rates on the advertising portion of their publications.

Virginia bonds get AAA rating from Fitch
The state of Virginia's $183.9 million general obligation bonds, up for bids next Wednesday, were rated AAA by Fitch on Wednesday.
The issue includes $5.1 million for construction at state colleges and universities and $178.8 million for refunding of other projects. The bonds mature between 1994 and 2013.
