ROBB TO STAY OUT OF NOMINATION PLAN

U.S. Sen. Charles Robb ducked his first test of strength against Gov. Douglas Wilder on Monday, leaving it to state Democratic leaders to decide whether to make their Senate nomination next year in a convention or a primary election.

"I do not plan to make a recommendation," Robb wrote party leaders. ". . . If I didn't believe I could win either way, I wouldn't run."

Democratic leaders will decide the nominating procedure Dec. 11. Wilder has suggested that unless they choose a primary, he may challenge Robb as an independent.
