The index was up 0.4 percent from September's 145.1, primarily because of a 4.3-cent-per gallon rise in the tax on motor vehicle fuels.
The index means that goods and services costing $141.80 in October 1992 carried a price tag of $145.70 last month.
Also, the number of building permits issued in the Roanoke Valley was off from September but improved marginally over the past year. October saw 392 permits, down 7.7 percent from 425 the prior month. That was down 1.3 percent from 387 in October 1992.
