PRESIDENT'S NOMINEE GOES BACK TO SENATE

President Clinton will send the troubled nomination of Morton Halperin back to the Senate, defying conservatives' efforts to block him from a senior Pentagon job, a White House official said Monday.

"The president believes he should have the job," communications director Mark Gearan said.

Gearan said there was nothing at Halperin's confirmation hearing to suggest that another nominee should be proposed.

Conservative Senate Republicans had complained that Halperin was too liberal to be assistant secretary of defense for democracy and peacekeeping. Halperin said allegations about his beliefs and activities were false.

Amid the intense opposition from conservatives, the Senate sent the nomination back to the White House last week.
