FEDERAL BUDGET DEFICIT DOWN 7.1%

The federal government opened its new fiscal year with a $45.34 billion deficit in October, down 7.1 percent from $48.79 billion a year ago, it reported Monday.

The Treasury Department said the October deficit compared to a surplus of $8.30 billion in September.

The surplus helped shrink the government's deficit in the fiscal year ended Sept. 30 to $254.9 billion from the record $290.3 billion in fiscal 1992. It was the first decline since 1989 and the lowest since 1990. Still, it was the third highest in history. The Clinton administration has forecast a $258.7 billion gap this year.
