In the artistic segment that closed the program, Manley wowed the crowd by dancing to a medley from the musical "Cats."
But Kadavy, the final competitor, outshone her with an exquisite routine to "Over the Rainbow," and won the $20,000 first prize.
"Elizabeth was hard to follow, but I just told myself to forget it and go all out," said Kadavy, who has won three championships this year.
Both skaters fell during their second routines: Manley on a simple double-toe loop and Kadavy on a more spectacular double-axel.
Manley, of Canada, outskated Kadavy, of Erie, Pa., in the second artistic portion of the night, 69.14 to 69.08, but Kadavy's 137.38 total beat Manley's 136.98 overall.
Rosalynn Sumners, the 1988 Olympic silver medalist, was third at 135.60, Caterina Lindgren of Sweden fourth at 134.46, followed by Charlene Wong of Canada (134.38) and Heather McLaughlin of Seattle (130.50).
