Garrison has advertised in the Roanoke Times & World-News to urge Democratic voters to attend tonight's meeting to choose a new chairman. His ad in Monday's paper cost $690.
The advertisement was authorized by the Progressive Democratic Coalition, a reform group which is headed by Garrison.
Some supporters of Al Wilson, who is also seeking the post, said Garrison's group appeared to be a political action committee, which should have been registered with the State Board of Elections.
They said the group has not registered with the state.
Michael Brown, secretary of the Board of Elections, confirmed Monday the Progressive Democratic Coalition has not filed.
But Brown said there is no requirement for it to do so if it is only raising funds and spending them on intra-party elections.
Political action committees are required to file with the state if they receive contributions and make expenditures on behalf of candidates or issues on the ballot in a state election, Brown said.
"We are not raising money or making contributions to candidates," Garrison said.
