Virgina's rat line seems to be a success.

No, we're not talking about the rat line at the Virginia Military Institute, but about the whistle-blowers' hot line that Gov. Douglas Wilder set up last October so that state employees could anonymously report waste and misconduct if they spotted it in their agencies.
