Garrett spent $13,295 in the campaign, most of it to pay for a political consultant and direct-mail pamphlets to voters.
Republican Lee Eddy spent far less - $5,627 - for a campaign that relied heavily on door-to-door contact with voters.
Eddy carried all six precincts and handily turned back Garrett.
In the Hollins District, incumbent Democrat Bob Johnson spent $8,691 to retain his seat. Republican challenger Brenda Flora Wainwright reported spending $3,575, and independent Charlie Millican reported expenditures of $1,478.
Supervisor Harry Nickens, who was unopposed in the Vinton District, reported spending $610.
