The revocation of Katherine L. Hannah's certificate was the first such action since Virginia's voluntary registration program began in July 1992. So far, 808 certificates have been issued.
The state Department of Social Services said in a letter that the certificate was revoked because Hannah confessed to police and Child Protective Services that she shook 2-month-old Melinda Griggs, who was hospitalized for two weeks.
Hannah still can baby-sit up to eight children for pay without a certificate under current state law.
Hannah, 29, was charged with child abuse in the incident. A preliminary hearing is set for Jan. 5.
